Matsue City, Shimane Prefecture uses official vehicles without inspection

Matsue City, Shimane Prefecture, apologized on February 15, 2023 for continuing to use the mini light van used by the Recycling City Promotion Division with the so-called “vehicle inspection expired”.
The official car used by Matsue City had expired on December 6, 2022, but it was used without realizing it.
Vehicles that have expired or are not inspected cannot be driven on public roads.
Used for 34 times and 549 km running with the vehicle inspection expired

Matsue City used an official car whose vehicle inspection expired on December 6, 2022, for a total of 549 kilometers of driving 34 times over about two months after the vehicle inspection expired.
When I refueled at a gas station on February 10, 2023, it was discovered after being pointed out by a store clerk.
Matsue City explained that the reason for the official vehicles that had been used without inspection was that they could not be registered in the management system. We are trying to prevent recurrence by pasting it.
What happens if you don’t stick the inspection sticker? Are there penalties or fines?
Criticisms gather about the city’s management system, such as “What about inspections at the start of work?”

The expiration date of the vehicle inspection can be confirmed by the inspection mark that must be affixed to the front window of the vehicle, so “normally, if you check it every time you use it, you should be able to notice it,” says the city management. There are voices on SNS criticizing that it was naive.
In addition, Matsue City’s explanation of preventing a recurrence of “placing a sticker with the expiration date of the vehicle inspection on the dashboard of all vehicles” is skeptical of its effectiveness, saying, “Isn’t it just a pose?” I also saw voices.
